In China,most of civil servants are working in the township government, people are accustomed to calling them township public servants. Their work is very important; it directly affects the development and stability of the country.?But some problems couldn't be ignored. The performance of the township public servants is lower than people respect.?The question of the?inefficiency is a universal existence social phenomenon in society of China. What's more, there is higher quit intention in this group. This problem is attributable to many reasons, among which, the present author claims,"the shortage of encouragement and poor job satisfaction"is a key one. Therefore, it is worth studying on how to spirit up township public servants. Having chosen township public servants as a case, this paper tried to use the psychological contract theories to carry on the motivation of township public servants. It is a forward subject in the field of the public management. By way of explaining the relationship of psychological contract and job satisfaction, the paper will try to find out a route to promote?establishing a harmonious working environment. It may be a useful reference for setting up talent motivation mechanism to the township government.This paper consists of five parts.?In the first, the summary presents the purpose, methodology and the value of this study.The second are the relevant theoretical summary of psychological contract. This part mainly introduces the definition, function, formation process of psychological contract and the psychological contract violation; it establishes a further research foundation.The third part of this paper discussed the methodology and the research assumptions, designed questionnaire, and determined the sample size.Part four analyze the research data of the psychological contract and job satisfaction. Furthermore, draws the conclusions by analyzing.Part five gives the main research conclusions. Moreover,?this analysis suggests that governments must take a series of measures, such as; widen promotion channel, career management,?overall prompting mechanism,?participation management and so on.?Meanwhile, the author also pointed out the faults in present research and the future studying directions as well.
