Agriculture,rural areas,and rural people are fundamental to China as they directly concern our country's stability and our people's wellbeing.Addressing these issues should have a central place on the work agenda of the Party.In the 19 th Congress report,General Secretary Xi Jinping proposed pursuing a rural vitalization strategy and made it clear that the development of agriculture and rural areas must be prioritized in a new era of socialism with Chinese characteristics.Township civil servants play an extremely important role in rural revitalization process and facing increasing challenges and pressures.Only by continuously improving township civil servants' working ability and job satisfaction,can we ensure township civil servants' stability,assist rural civil servants in coping with various pressures during rural construction process and finally achieve rural revitalization goal.This paper used survey research,statistical analysis,comparative analysis research methods to investigate and analyze rural civil servant's job satisfaction in Heze,Shandong Province.The analysis parameters include: salary and remuneration,work content,work environment,development incentives,work-life balance,etc.Based on As-Is analysis of Heze township civil servants' current working and living conditions and job satisfaction analysis.We found that in recent years,the civil service policies promoted by state,province and city,especially these towards township civil servants,have achieved good results.In addition,from administrative management,public policy,psychology perspectives,the paper also raised the concern towards issues existing in current daily operation e.g.workload,governance,human resource allocation,performance review,promotion system,salary and welfare system,and also proposed solutions towards work efficiency improvement,working load reduction,institutional reform suggestion,human resource allocation optimization,performance review mechanism improvement,promotion mechanism optimization and compensation system improvement.That Introduce more talents for township service,decrease civil servants' turnover rate in towns and villages and promote township civil servants' working enthusiasm and reliability will help improve current civil service system.
