Research On Public Participation In Security Production Emergency Rescue Of Guangdong Province

Public participation is a more popular topic of academic research, the concept is veryextensive, this article especially selected community residents to participate in public as aresearch starting point, in the Guangdong Province of community safety and emergencyrescue residents to participate in a research focus of public participation.China is in rapid development of industrialization and urbanization, the proportionincreased rapidly during the rapid economic and social development, production safetyaccidents occur frequently serious threat to the lives and property of the people and hindereconomic development. Guangdong Province as the first big economic province, productionsafety situation is not optimistic, when accidents occur, the most extensive public as a socialgroup, and its role can not be ignored, how to mobilize public participation in emergencyrescue and reduce the loss of life and property of the people, of great practical significance.Through literature analysis methods, to find safety and emergency rescue and publicinvolvement in theory, the domestic and international crisis management and publicparticipation in respect of the relevant theoretical and practical experience; combined withempirical research methods, based on references, design, distribution, recovery, analysisquestionnaire, to tease out the status of Guangdong residents to participate in emergencyrescue, identify existing problems, specifically by comparing the actual situation ofGuangdong Province with foreign experience, obtained in Guangdong province to improvepublic participation in emergency rescue recommendations.In this paper, a total of five parts, the first chapter introduces the research backgroundand significance of domestic and foreign research overview, concepts and theories, ideas andmethods; second chapter introduces the research Guangdong residents to participate in thebasic safety and emergency rescue case, and five city residents to participate in safety andemergency rescue situations compare; Chapter III briefly on the need for residents toparticipate in emergency rescue for analysis; Chapter IV describes the experiences of foreigncountries; Chapter V of empirical research as well as foreign inspiration proposed safety andemergency rescue, Guangdong Province public Participation countermeasures.Through empirical research on how to strengthen the participation of residents inGuangdong Province, safety and emergency rescue system for analysis, drawing on theexperience of foreign residents to participate in safety and emergency rescue, put forwardsuggestions:1, strengthen production safety conscious residents to participate in emergencyrescue, training residents social responsibility and mission to improve the ability and level of residents to participate in emergency rescue;2, efforts to improve the ability of thegovernment to mobilize residents to participate in emergency rescue and improve relevantlaws and regulations residents should be involved in production safety emergency;3, buildemergency rescue residents to participate in the platform, formation of safety and emergencyrescue led by the Government, public participation, public participation in multi-bodysystem of cooperation to further enhance the effectiveness and efficiency of the emergencyrescue, to ensure safety of life and property of the people, maintaining good social order, toensure that economic and social comprehensive, coordinated and sustainable development.
