The Research On The Problem Of Government Information Disclosure Of Earthquake Crisis

Entering 21 century, nature disaster occurred frequently, especially earthquake disaster. In the context of global economic developing, as the modern electronic information develops rapidly, the requirements of information disclosure in government crisis management are advancing. Since 1949, In China government information disclosure has made great progress, especially in Wenchuan earthquake and Yushu earthquake. In China government information disclosure has some characters such as: vitrification, betimes, information disclosure forms multiplicity, authority, and it's the basic of crisis management. Although chinese government information disclosure has made great progress, but it also has some scarcities and it needs to be enhanced. Such as,the legal system is imperfect,the information release system is lack of unified management, information delivery system has bugs, government reticle doesn't function well and the citizens'crisis sense isn't strong and so on.The thesis uses comparative analysis and game theory to study. In the first part of thesis, the author analyzes the purpose and meaning and summarizes the review both at home and abroad. And then, the author analyzes the theoretical basis of information disclosure in government crisis management, including the necessary of information disclosure, disclosure content, modes, rules, monitoring and feedback mechanism. In the third part, the author takes Tonghai earthquake, Tangshan earthquake, Wenchuan earthquake and Yushu earthquake as examples, researches on the two phases of government information disclosure, including limited information disclosure and full information disclosure, and now China is in the second phase. Compared to the first phase, chinese government information disclosure has made great improvement, but it could be better. In the fourth chapter, the author analyzes the experience of foreign government information disclosure.The fifth chapter puts forward measures of boosting chinese government information disclosure based on chinese national conditions: To improve legal regime, we need to consummate the law and regulations on information disclosure and citizen's rights to know and to prescribe the content, manner and time detailedly and so on;To improve information release system,we need to release and monitor information that citizens concerns by using modern information technology;To improve the crisis information release system,on one hand ,we need to develop government websites, and on the other hand, to set evaluation system of government information release; strengthening citizen's crisis sense, mainly by way of education, promotion and exercises.
