Since the reform and opening up to the outside world, China carried out a number of institutional reforms and personnel distributaries, but the export is still poor in China's civil service system, there is a prominent drawbacks. However, the implementation process in the civil service, civil servants out of the civil service system, management is still relatively weak links, with the development of market economy, the civil service talent drain obvious, to some extent caused by the Government's human resources crisis; due to the protection of the civil service system does not quit improve the result of the staff are unwilling or unable to quit; some civil servants to leave the civil service after the use of the previous special relationship with the government, in the market competition in a favorable position, or even to make money, fitness into the problem of corruption. Therefore, the establishment and improvement of China's civil service out of the system has become imperative.In this paper, some studies have been based on the study of civil servants out of our mechanisms and practices, analyze problems and causes, absorb and learn from foreign countries and Hong Kong, relevant experience, and to further improve the withdrawal mechanism of China's civil servants were thinking.
