Since the reform and opening up to the outside world, China has made the reform of government organization and personnel distributaries several times, but there is still some government organization being overstaffed. With the introduction of the resignation and dismissal system for the civil servants, the malpractice is dislodging, and the system unblocked the vent and ensured the improvement of the quality of the civil servant and the talent showing itself, it plays an important role for perfecting the system of the civil servant. However, during the course of implementation of the civil servant system, the management of the system of withdrawing from the civil servant group is a weak link, which needs to study and solve. At the same time with the development of the market economy, some former civil servants entered into the field of business, and take advantage of the special relations with the government and take an advantageous position in the rough competition after withdrawing from the civil servant group, which caused the transaction of power and money, caused much corruption. Only when the problems are being solved, can the system of the civil servant be perfected, can the legal rights be protected. We should deal with the relation of the civil servants and market properly, and standard the order of market economy to prevent the occurrence of corruption.The preface part of the thesis starts from the rise of the question, explains the purpose and research method of the withdrawal system of the civil servants, and introduces the research status of the issue in the relevant field. The first chapter reviews the development of the China's civil servant system and the withdrawal system for the civil servants, and analyzes the meaning of establishing the withdrawal system. The second chapter introduces the present condition of the withdrawal system of the civil servants in China, including some stipulations concerned and summarizes relevant reform in local governments; The third chapter deeply describes the problem which hiders the development of withdrawal system of the civil servants in China, and analyzes its reasons from the aspects of culture, system construction and supporting measures etc. The fourth chapter compares the withdrawal system of the civil servants in developed countries and districts, such as US, Japan and Hong Kong. Through the study of these typical countries, some experience can be obtained to guide the reform of withdrawal system of the civil servants in China; The fifth chapter gives some advices to improve withdrawal system of the civil servants.The last part of the thesis looks back the main views, and thinks the withdraw system of the civil servants will be perfected as China's reform and opening up develops deeply.
