Research On China's Civil Servants Withdrawal Mechanism

Today,the establishment and improvment of China's civil servants system has entered a new era,and achieved significant success.The "Civil Servant Law of the People's Republic of China" which enforced in the January 1,2006,marked that China has been standardize the management of civil servants.However,with the constant improvement of the Civil Servants System,the three links "enter, management and exit" of civil servants management system emerged large gap.Compared with the first two links,the establishment and operation of the third link was not satisfactory.There are many problems in the construction process of Legal system, System design, System operation and External environment.It is not only influenced the construction process of the China's Modern Civil Servant System, but also caused inconveniences when the civil servant leaving.This thesis made a comprehensive study on this topic based on the background mentioned above.First,the author made a new interpretation for the definition of Civil Servants Withdrawal Mechanism.This mechanism contains a number of system,and three interactive links.Then the author described the theoretical basis which related to the knowledge of Psychology,Economics and Behavioral Science, and made a detailed analysis about the problems that current China's Civil Servants Withdrawal Mechanism contained, on the basis of made a clear objectives and significance of this withdrawal mechanism.At last, the author identified the whole idea "Scientific understanding of Civil Servants Withdrawal Mechanism--Clear macroeconomic polic--Improve the construction of the specific system" on the basis of learn the advanced experience of foreign countries, and made a detailed explanation. With the full development of Market Economy the reality of the civil servant exit will further increase, and to establish scientific and reasonable withdrawal mechanism for civil servants will also be a demand for a new era. I hope this research can provide a useful reference for the improvement and development of China's Civil Servants Withdrawal Mechanism.
