| With the promulgation and revision of the civil servant law of the people’s Republic of China and the promulgation of a series of civil servant management systems,the professional and systematic management mode of civil servants has gradually formed in line with China’s national conditions.However,under the new requirements of strict management of the party and the party,there are blind areas and short boards in the system management.Therefore,the construction and continuous development of the civil service exit system is conducive to enhance the allocation of human resources of civil servants,improve the efficiency of the government and institutions,competitive awareness,timely and effective to avoid the vicious brain drain.The main research object of this paper is the policy set related to the civil servant exit system,studies the existing problems of the civil servant exit system,and puts forward suggestions for improving the system.The research methods of this paper are comparative analysis,literature analysis,questionnaire and interview.This paper combs the development process and current situation of exit related management system in China’s civil service system.Through the questionnaire and individual interviews,according to the two factor theory analysis,it is concluded that the most concentrated problems of the civil servants’ exit system reflected by the interviewed civil servants,such as the implementation of the assessment system is not in place,the exit behavior supervision is difficult and the exit security is insufficient.By referring to the exit methods and security management system of some foreign civil servants,the paper concludes that by establishing flexible and effective incentive mechanism,the brain drain caused by the incentive of civil servants can be solved;the assessment system should be optimized to make the assessment results more practical;the exit supervision should be strengthened to implement the statistics of the second employment selection of the resignation audit;and the security mechanism should be improved to make the exit not allowed There are also worries in the future.These aspects can solve the shortcomings of the exit system of civil servants in China,hoping to provide reference and suggestions for the management of civil servants and the improvement of exit system. |
