"Little village official", is the fresh or previous graduates with college degree or above, screening by government departments in recent years. They served as assistant secretary of village party branch and village assistant to the director or other "two committees" (Party branch committees, village committees) .Since 1995, Jiangsu Province started to recruit college students as the rural grassroots cadres firstly, the policy of"little village official"has gone through 15 years. This policy is of great significance of alleviating the employment pressure on university students, optimizing the structure of rural cadres of qualified personnel, addressing the problem of"three rural issues" and promoting the urban and rural development, but also provide ideas for the new ways of training of leading cadres.The tenure of " little village official"is three years, they are facing re-employment after the expiration of the contract. The government has developed"five exit roads"for them: remain in rural areas, participate the civil service exam, set up their own businesses, separate careers or further study. However, with the development of the project of " little village official", especially the"one village, one little village official" in 2006 and "one million little village official"program, the number of"little village official"who's contract expires and facing re-employment is increasing growing.Meanwhile, there are many problems of the exit management of"little village official", such as the implementation of the policy is not fully in place, five exit roads are facing resistance. The main reasons are as follows: the objective of the policy making process is not clear, short-term apparent, the policy conflict with the laws and regulations, it's very difficult to digest large quantities of"little village official"or limited preparation of civil servants and public institutions; The imperfect pre-selection criteria to make"little village official"jobs "people job matching" is not high, and the imperfect related measures increase the resistance of the exit management; The government support is not enough, and doesn't fully integrated the power of the community in the process of policy implementation; In addition,"little village official"'personal motives in contradiction with the practical needs, and the rural grass-roots do not recognize them. All of these are restricting the development of the"little village official"project. In order to ensure"little village official"not only "have to go under, to be maintained, good job" but also "flow out action", the government must improve the exit management system as soon as possible to address the exit management difficulties, Accordingly, this paper puts forward some suggestions: development long-term planning, clear objectives, improve relevant laws and regulations, address the problem of preparation of"little village official"; Establish"little village official"management system, make the selection, training, use, motivation, assessment connected, and complete related supporting measures; Increase government support for re-employment, integrate all sectors of society to build a social linkage mechanism; Guide the"little village official"to establish a correct concept of re-employment, access to rural grass-roots recognition. Thus, these many provide effective protection to the sustainability of"little village official"program and the rational reallocation of human resources of"little village official".
