Crisis, just like the air, permeates in all aspects of human society. Any of the organizations, individuals or regions inevitably faces the challenges of crisis. It is no exaggeration to say that the development of human society is a history of fighting with all kinds of crises. The development and progress of human society facilitates people's lives, at the same time it speeds up the complication and diversity of the society, showing a high degree of volatility and risk which gives people much more difficult challenges. As a result, people constantly think about a more effective way of crisis management in the practice of the actual crisis.It is the historical mission of the government,which is the public affairs manager of the nation and the defender of the interests of the people, to explore crisis management mode actively fitting for new stage of economic and social development, maintain social stability and safeguard people's lives and property. This is also an inevitable requirement for a new stage of crisis development in the new era. In order to respond to the growing normalizing and complicated crisis situation, it is necessary to abandon the centralized model of the crisis management in time, in which the government dominates every aspects of the country, and build up a multiple co-government crisis management mode systematically, which is based on the management theory, through gathering every strength that can be used, including all kinds of civic organizations, enterprises and citizens etc. The purpose of this new crisis management is to construct a multi-agency management pattern which has rational structures, clear accountabilities, frequent interactions and coordinated actions. However, the construction of this model still faces many difficulties, such as the different characteristics among the main subjects, the plight of collective actions, the absence of laws and regulations. Thus, under the guidance of the object-oriented, differentiation and moderate principle, it's necessary to establish a perfect public crisis management mode through two ways: the static structure and the collaborative conformity mechanism. The effectiveness and the efficiency of the public crisis response are expected to be improved by enhancing the overall force between different subjects.
