Study On The Transformation Of Management Subject Mode Of Chinese Foundations

At present,China is in the period of administrative system reform,the government is transferring some public functions to the society,and the Chinese foundations will have opportunities to develop rapidly.However,lots of Chinese foundations under the leading of government have many problems such as low efficiency,low transparency and corruption scandals.Therefore,the foundations need management reform.In this paper,the purpose of the study is to analyze how transform from the administrative power-based mode to the multiple governance-based mode,and realize the foundations,government and the public to participate in the management,and promote the healthy development of Chinese foundations.Therefore,based on the multiple governance theory,this thesis uses the document analysis and case research,analyzes the process and characteristics of the administrative reform of Chinese foundations,and tries to build a broader model of the new management body of the foundations.From the multi subject perspective to study Chinese foundations management mode is the highlight,enriched the study of the theory of governance diversification,has certain theoretical innovation,at the same time,this thesis conforms to the current development and reform requirements,has a certain practical innovation.Firstly,this thesis introduces the successful experiences of foreign foundations about management subject mode.Secondly,it clarifies the development of Chinese foundations,and select 30 representative foundations for the analysis of the normative issues,and found that the foundations which have the administrative power-based mode are far less standardized than private foundations.Thirdly,it analyzes the merits and demerits of current administration mode and the causes of this situation,and introduces the reform and practice of transformation of management subject mode of China Foundation for Poverty Alleviation.Finally,based on enhancing the self-management ability of foundations,the guidance of government and raising public participation in charity,this thesis provides some policy recommendations for the development of Chinese foundations and even the progress of philanthropy.
