Research About Improving Participation And Collaboration Of Public Crisis Management Mechanism In China

China is currently facing the economic and social transition. Especially under the social background of risky society, more and more potential or arising public crises have been becoming unavoidable great challenges in social administration. With the constant advancement of globalization, the fast development of civil society and the flourishing rise of information technology, people increasingly realized the importance and function of non-government organizations, profit-making organizations, the public and the media in the administration of public crisis. Therefore, it has become a universal option to set up the cooperative participating mechanism of public crisis administration.In this thesis, we use the combination of theoretical and empirical research methods to research and analysis the ways and means of our country's cooperation and participation of public crisis management mechanism. firstly, we review the theoretical research results and the present condition of public crisis management cooperation and participation at home and abroad. secondly, we provide a theoretical basis for multiple subjects coordination and participatory governance through the use of multi-center theory, governance theory, coordination theory, the theory of complex systems adaption, and on this basis, we set forth the status and role of government and the social forces in the governance of public crisis. Once more, through the performance of cooperation and participation of the main in the "Zhouqu debris", we also reflect the main problems and trace its root causes. finally, we put forward the reasonable proposals of the public crisis management cooperation and participation mechanism. This thesis address to establish a crisis management's philosophy and awareness, optimize the cooperation and participation governance mechanism in the legal environment, governance, powers and responsibilities to establish mechanisms for cooperation in distribution system, improve the government crisis management organization system and institutions, to strengthen cooperation in each of the main mechanisms for the exchange of information, and improve crisis management mechanisms for cooperation in resource protection, crisis-oriented education and the formation of a safety culture, and promote cooperation in crisis management in international cooperation in the cooperation of multiple subjects participation in crisis management for effective integration.
