Research On Optimization Of Community Grid Management From The Perspective Of Seamless Government

Community grid management,as an important practical and innovative form of grass-roots social governance in China,meets the practical needs of multiple subjects participating in community governance and achieves the goal of delicacy and digital management of grass-roots governance.It is an effective way to transform government functions,optimize the supply of public products and improve the quality of public services.It is also an important measure and effective carrier for timely discovery,timely handling and timely feedback of social problems.Besides,it is the general trend of social development and is of great significance for promoting the modernization of grass-roots social governance system and governance capacity.At the beginning of 2020,COVID-19 suddenly broke out and swept the world.On January 30,2020,the World Health Organization(WHO)announced that COVID-19 was listed as a public health emergency of international concern,which was the highest level warning of WHO.As the "bridgehead" of grass-roots governance,community is the basic unit to conduct epidemic prevention and control.Community governance will bring about smooth popular support,stable society and safe city.In the battle of epidemic prevention and control,all parts of China have actively explored the grid management mode of community epidemic prevention and control,fully integrated human power,financial capacity and material resources of all parties,urged the governments,social organizations and the masses to actively participate in various tasks of epidemic prevention and control with grid as the unit,innovated the mode of multiple subjects participating in responding to public health emergencies,and maximized the effectiveness of epidemic prevention and control.Taking the community coping COVID-19 under the jurisdiction of D County as an example,this paper defines the analytical framework of the full text with the theory of seamless government,and studies the grid management of the community under the jurisdiction of D County in Guangxi by using literature research method,questionnaire survey and field interview.Specifically,the author reads a large number of literatures about community grid management at home and abroad,and combs out the academic research on community grid management and its application in public health emergencies.In addition,through questionnaire survey and field interview to collect data,this paper understands the current situation of community grid management in D County,and elaborates the three development stages of community grid management,extracts four main practices of community grid management during epidemic prevention and control,and summarizes three working results.Furthermore,the paper sums up the problems existing in the process of community grid management in D County.Guided by the theory of seamless government,this paper preliminarily analyzes the causes of the problems from the aspects of organization structure,management core,competition mechanism,technological means and human resources.Finally,this paper puts forward some countermeasures and suggestions on how to further enhance the efficiency of community grid management from four dimensions,namely customer orientation,competition orientation,process orientation and result orientation.
