Drug Treatment Research, Based On The Theory Of Seamless Government Community

Drugs and AIDS are the major public health and social problems in the worldwide, Yunnan Province in southwest China, is the hardest hit by Drugs and AIDS. Since 1989 found 146 cases of drug users who infected with HIV in Yunnan Province , HIVS had continued to prevalence and spread. As of the end of 2009, China estimated 74 million adults and children on existing HIV infection, of which 32.2% are infected through injecting drug use. so injecting drug is the major route of HIV infection, drug abuse not only endanger human health, but also threaten family stability, social harmony and sustainable development. How to help drug users out of the "drug - then drug treatment - and then treatment " vicious circle, and" biological detoxification - Mental Virus -return to society" of the seamless convergence mechanism is the problems of Drug Control Policy to be solved. "Drug Law" clearly has pointed community treatment, that unit to the family and community-based "people- oriented " treatment approach, the implementation passed away more than two years ,How is the K city community drug policy results? In this paper, K city Yong Chang Street Office community treatment as an example, using qualitative methods interviewed for the project leader, anti-drug worker, the patient and their family members. In the basis of qualitative, surveyed to collect 61 questionnaires through the random drug addicts, this paper attempts to through seamless government theory as a guide, providing a strategy for building a seamless community-based treatment.Study found, K city Yong Chang Street Office Community Drug Project in the help of Yunnan Province Institute of Drug Abuse, offer financial, technical and other support, achieved significant results. However, government departments as a public service provider exists gap in the process of drug policy: sector responsibilities are not clear, service fragmentation and lack of performance evaluation mechanisms, etc.; In addition, community rehabilitation work is weighter management more than services, customer awareness Weak; Government has neglected the important role of introducing competition mechanism; government officials focus on function rather than "around the result " ,so that administrative inefficiency.Seamless Government Theory to the basic unit is seamless organization, emphasis on customer-focused , the introduction of competition-oriented and focus on the results of operations, to provide customers seamless service with efficient, face to face. There is some discrepancy between K city Yong Chang Street office working and the concept of seamless government . However, under the guidance of the government theory to construct a seamless system of community treatment , the measures are follows: 1. customer-oriented highlight the changing of public services, improve customer satisfaction. 2. provides a competitive mechanism for the public service market, improve service levels. 3. emphasize on the work's actual results, changed the traditional bureaucratic organization such as carefully beforehand, after the perfunctory, replaced by a one-stop shop for customers, to help customers understand information and get it at any time, and provide efficient and quality seamless service for people.
