In the process of modernization and urbanization, the percentage of resettlement community is increasing because of demolition. As community of new type, resettlement community is facing various problem and drawing wide attention of the public.By taking University Community No.1 and No.2 in city of Changzhou as examples, this paper will study on the development and administration of resettlement community. Firstly, the key concepts, like community, community development and community administration, will be identified, and the various models of community development will be introduced, as well as the recent western practice on community development. Secondly, the paper will review the history of resettlement of demolition in the city of Changzhou and compare the resettlement community with ordinary urban community. Thirdly, the paper discusses the condition and problem of the current administration system for resettlement community. Finally, based on case study, the author makes policy suggestion to government agency in the purpose of resettlement community development.The author believes that various level of government all emphasize the issue of resettlement community, because it is deeply related to new countryside construction and urbanization in China, as well as the balance-keep between urban and countryside. Currently, the major character of administration system on resettlement community is still government-led, while the community autonomy still underdeveloped. This model for resettlement community will last for some years. Therefore the government needs to be more important to deal with concrete issues in resettlement community development and to provide steady institutional environment for healthy development of resettlement community in China.
