A Case Study On The Innovation Of Community Correction Mechanism In Shuangliu County

Community correction is a new concept in P.R.China, There are many problems and challenges in its development, such as insufficient research based on local situation,absence of common higher-level law, inappropriate administration structure and lack of professional talent. Under the circumstances, it becomes a great concern of all levels of authorities that how to promote the development of community correction.This paper takes the innovation on community correction by the Justice Bureau of Shuangliu County for examples. Shuangliu County took the lead by establishing an enforcement brigade of community correction who integrates the resource of 24 justice stations and comprises 5 enforcement squadrons currently. This approach brings about professional management to community correction and reflects the seriousness, unity and authority of implementation of penalty. Moreover, it strengthen the ability of enforcement unit for rapid reaction to all kind of emergency. The relative separation of enforcement authority and territory management largely relieves the pressure of insufficient enforcement power by centralizing all the resource countywide, it is of great significance for the development of community correction.Shuangliu County does not only focus on law enforcement and deterrence, but also pay a great attention to exploring the establishment of assistance and education mechanism. “Return to family” resettlement base, a Shuangliu-Style base for replacement, assistance and education, was established where the ownership and utilize right belongs to enterprise and authorities separately. Shuangliu County is exploring a more flexible and convenient way to run the community correction resettlement base by separating the ownership and utilize right of the base. It plays a great role in community correction and makes a great contribution to the development of community correction by building a healthier characters and sense of socialization of the trainees.Besides, Shuangliu County promotes the participation of the general people by setting up community correction group where employees and volunteers mainly come from the same community. It largely solves the bottleneck due to the contradiction of great workload and insufficient human resource in community correction. Meanwhile, it benefits the trainees to be accepted by the public through giving the general people a better understanding of the community correction.Since the innovation of community correction in Shuangliu County is practical and creative, we made an in-depth analysis and research to the case in this paper, it is expected to serve as a reference to the development of China’s community correction.Hopefully a national unified and standardized community corrections law enforcement system can be established in the near future.
