The system of government employee came from the West,which has been implemented in many countries in the late 20th century. The system is the "non-lifelong" civil servant system that the government agencies can face the society to engage employees. It has not only broken down the "permanent system", but also changed the traditional bureaucratic system's shortcomings of rigid, inefficient, and etc.In China, the implementation of government employee system is at the initial stage today, and there is little research in this field. This thesis is based on the practice of government employees system in China from 2002 to 2009. And the rationale of the thesis is based on government human resource development theory and economic theory. The purpose of the thesis is improving the system of government employee in China.The thesis is divided into four main parts:Part 1, outlined the theory of the system of government employee. The concept of government employees has broad and narrow sense abroad. The broad sense refers to all "financial support personnel", and the narrow sense refers to "contract" civil servants, which is another way of saying temporaries. In China, the concept of government employee is similar to the narrow sense. The basis of pursuing government employee system is the demands of government organizations' flexibility and government functions'transformation. Pursuing the government employee system not only deal with the contradiction of government staff's supply and demand, but also help to speed up the progress of constructing service government.Part 2: analyzing the current situation of government employee system. From 2002 to 2009, about 40 cities have implemented the government employee system on a trial, in China. From the relevant provisions of the local documents, we found that the systems of government employees'classification, pay, benefits, the preparation, and etc. are different in the local documents. In those 40 cities, more than 170 agencies wanted for the government employees. From now on, there have been three main issues about the government employee system: the speed of government employee system has become slower; the scope of government employees'applying has changed; "well-paid" effect has not been significant. The chief causes are: first, the establishment of government employee system lacks the legal basis; second, running government employee system costs high transaction; third, the system of classifying human capital is not scientific.Part 3: introducing and learning the government employee system abroad. In the light of the circumstances,the countries have implemented government employee system in varying degrees. Generally speaking, there have been three modes of implementing the government employee system: full-employee system mode, half-employee system mode and supplemental-employee system mode. As can be seen from the experience of other countries, they are more scientific, including the modes of implementing the government employee, the classification of government employee, the applicable scope of government employee, and etc. All of these are worth learning for us.Part 4: proposing to reconstruct the system of government employee. Firstly, reconstructing government employee system must follow three principles: the legal principle, "people first" principle and "cost-benefit"principle. Secondly, reconstructing government employee system must analyze scientifically the type and the scale of government human capital. Finally is the specific content of reconstructing government employee system. It includes three points: first, based on the scientific analysis of government human capital's type and scale, proposing the outsourcing system is as a supplementary system of government employee system. Second, to successfully operating the system, we must specify the applying scope of government employee. Third, because of the weakness of government employee system, we should establish the mechanism of transforming government employees into civil servants.
