Division-level cadres are the "key minority" of a unit or a department,which is the backbone and the hard core of the cadres,always playing the key role of connecting the past with the following.They are not only the leading cadres making decisions for the government business,but also the public servants serving the masses and implementing polices.Especially during the significant turning point of the growth of the Party’s cause and the crucial moment that the party faces with new situation and tasks,it has an important meaning of giving full play to the leading role of division-level cadres,particularly in the basic level.Therefore,it is necessary to find an effective way to improve and promote the selection and appointment of division-level cadres at present.Based on the literature analysis of the selection and appointment standards and methods of Chinese and foreign civil servants in recent years,we takes the selection and appointment of cadres at the division-level in H District of Tianjin as an example,in order to analysis the present situation,finds out the problems,and figures out the causes of the problems.The key to solve the problem of the current selection and appointment is to improve the post competence of the division-level cadres.By means of interviews with cadres at bureau level,department level,department level and below,we summarized and sorted out 30 descriptive outstanding competency,and invited 300 cadres at department level to evaluate the importance of ability elements.SPSS software is used to carry out factor analysis,we obtained the competency model of division-level cadres in H District of the city,as well as the differences and shortcomings among five categories of the competency factors for division-level cadres.Based on the establishment of competency model and the difference of competency factors,this paper puts forward some countermeasures and suggestions for perfecting the selection and appointment of division-level cadres in the aspects of overall planning,investigation and identification,education and training,encouragement and incentive,in H District of Tianjin.In order that this study can popularize experience and provide theoretical basis and technical support for accurate and scientific selection and appointment of cadres.
