CPC Central Committee's resolution on major issues regarding strengthe-ning and improving Party building under the new situation, which adopted by the Fourth Plenary Session of the Seventeenth Central Committee, put forward some problems waiting to be solved, including perfecting mechanism of selec-tion and appointment of the cadre, rectifying Party conduct in selection and em-ployment, cracking down crave official positions and canvassing bribery. With the deep-going of market economy and system reform, the principles of market transactions and power-money deal have penetrated political field, leading to the prevalence of unhealthy tendency in selection and employment work. Special vigilance should be maintained to the fact that the kind of unhealthy selection and employment from leading cadres at the county aroused strong resentment a-mong the cadres and the people in general. Therefore, it is an urgent task to deal with that problem. The essay consists of three parts.The first part presents the positioning and value status of county-level par-ty and government leaders defines the connotation of the Party and government cadres at the county level and analyzes their status and role in China's socialist modernization drive.The second part discusses the existing problems in five aspects:the princi-ple of selecting and appointing cadres, selection criteria of both ability and in-tegrity, procedures of selection and appointment, accountability mechanisms and oversight mechanisms.The third part, based on the existing problems in selection and appoint-ment of cadres at the country, works out five corresponding countermeasures: the adherence of the principle under which the Party should supervise its ca-dres, the establishment of accountability mechanisms, the strengthening of the supervision for selection and employment, the improvement of testing and eval-uation system.
