In recent years, in order to strengthen and innovate social management, establish a concrete cadre assessment system in accordance with scientific outlook on development and positive conception of political performance, the Chinese civil service system has improved and achieved sound development, the civil servant performance appraisal from the content to the program scientifically standardized, effectively promoting the overall quality of civil servants. However, in certain specific practices of the performance appraisal for civil servants, exist setbacks such as evaluation index is blurred, the single assessment body, lack of a unified evaluation procedure, and appraisal results not properly used, are causing the performance appraisal, especially its incentive function not effectively utilized. Therefore, as the pace of China’s informationisation is accelerating, and the importance of information technology gradually deepened in government, give full play to the advantages of information technology, construct a flexible and effective civil servant performance appraisal system in government departments to promote scientific, intelligent and standardized assessment, is not only a new exploration, but also an inevitable path. At present, Nanning City leads the region in establishing a performance evaluation system for civil servants and put the system into a trial operation. In this essay, take the civil servant performance appraisal system of Nanning city as an example, by using a combination of theory and practice, analysis the current status of the system, pointed out its existing problems, from several aspects such like evaluation index, assessing body, evaluation procedure and appraisal result put forward reform ideas and measures, enhancing further improvements of the system, allowing the system to operate effectively in Nanning government departments in the future.
