Cadre selection and appointment is an important part of our party organization work, a way to strengthen and improve the party’s cadre group construction, a guarantee for providing talents for the party and the state power construction. In recent years, our country have issued a series of laws. These regulations and rules and regulations of cadre selection are practiced to the cadre selection and appointment, and the work have achieved obvious results. Tax authorities, as a functional departments of the government, in the past 20 years of exploration and practice, selects and the assign, from the organization to appointment, which are gradually form a relatively scientific and systematic way. In recent years, however, the tax cadre selection and appointment system is a bit stagnant. National tax system cadres’aging situation is serious, capable young cadres can’t be got promotion, but older cadres don’t come down, the cadres structure is facing fault phenomenon."Your team, good tax" is the important responsibility and historical mission of the leadership at all levels of tax system in the new period."Good tax" is the premise of "take", and "take" is the premise of choosing leading people to do a good job of cadre selection and appointment. In order to strengthen the building of national tax cadres system, this paper is as Hechi city national tax system of cadre selection and appointment the case, firstly it introduced the research background and significance of cadre selection and appointment, secondly, it reviewed and evaluated the Hechi city national tax system present situation,organization structure, management authority, the process of leadership cadre selection and appointment. Through SWOT theory (also known as situational analysis), this paper analyzed the mode of Hechi city national tax system of cadre selection and appointment, which made clear outstanding problems in current national tax system, that exist in the way of cadre selection and appointment, such as the qualifications set, job post classification, interviewers, examination balance coefficient and investigation, etc.In view of the problems existing in the current cadre selection mode, the author combined with many years experience in the national tax system of personnel management, I think it can reform from the following several aspects: firstly, clearing tax authorities at all levels of the cadre management authority and making the management of the middle-level officials access to level city internal revenue service management; secondly, completing the position classification, identifying specific job conditions and requirements; thirdly, controlling the cadre selection and appointment system, strengthening the target system, expanding the democracy construction and improving the credibility, passing the cadre circulation channels and improving the department-level leader position promotion system construction. At the same time, drawing on and assimilating the practice and experience of other units, only in this way, can promote the reform of the cadre selection and appointment mode to do a good job of cadre selection and appointment, which promote the development of the national tax in turn.
