The essence of cadre selection and appointment system is to solve the problem to choose who and how to choose. For the system construction, science is the core, democratization is the direction, and institutionalization is the guarantee. The science and rationality of the system is related to whether we can choose the people not only with people, but also a matter of the competitiveness of China’s political system advancement and legitimacy. Since new century, the Cadre selection and appointment work have made remarkable achievements, on the other hand, the scientific process is relatively lag, leading to some deep-seated contradictions and problems to be tackled. In view of this, the paper reviews the course of nine decades of the reform and the Chinese and foreign system of election officials, and realistic analysis of some problems of the reform, revealing the crux of the deep contradictions and deep-seated reasons, on this basis, further putting forward the specific initiatives to raise the level of scientific elected of the party and government leading cadres work.The paper is divided into five chapters.Chapter one:the introduction. It expounds the background and the significance of the research on the system of selecting and appointing cadres, to review the relevant research at home and abroad, setting out the research methods and the framework of this thesis, and the paper’s summary analysis of the innovation and its deficiencies. It aims at providing the basic theoretical framework for the entire article.Chapter two:This chapter has a review about the history of the Chinese official selection and appointment system, aiming at providing historic and realistic basis for the studying of the official selection and appointment system. At first, this chapter depicts the three historic phases of the system, namely, the exploring and establishing phase; the recovering and developing phase; the reforming and innovating phase. In the second, points out the background、the main contents and characteristics each phase; In the end, sums up six historical experiences in the Chinese historical developing process of the system.Chapter three:This chapter introduces the Chinese and foreign system of election officials, mainly makes a research and comparison of the system, aiming at expanding the research field of vision. Firstly, this chapter analyses the advantages and disadvantages of the evolution of choosing officers system in the past dynasties; Secondly, the chapter researches the stablishment and development of the system and Summarizes the common characteristics; Finally, the chapter points out their significance for learning.Chapter four:This chapter discusses the current situation of party and government leadership cadre selection system, aiming at providing realistic basis for the studying of the official selection and appointment system. First, the chapter discusses the issues of the four main types of selection system, such as the main characteristics, the connotation of the range and differences. Second, the chapter analyzed the four outstanding problems in the practice. Finally, the chapter analysis the reason of these problems from the ideological level system, laws and regulations on three aspects.Chapter five:This chapter mainly probes into the measures of raising the level of scientific the system of election and appointment of cadres. The cadre selection and appointment system Is a set of complete system, composed of a number of specific operation mechanism of cadre selection an organic unity. Only promoting its scientific on the overall comprehensive process can improve the cadre selection system of democratic quality and effectiveness of the work. First, the chapter studies cultivating and constructing the environment support of beneficial to scientific selection system. Secondly, the chapter discusses the optimization problem in the operation procedure of leadership cadre selection. Thirdly, the chapter discusses the scientific design and arrangement of the supporting system of selecting the leading cadres. Finally, the chapter explores the laws and regulations system of cadre selection system by strengthen the construction. Only do these four aspects, such as connect each other, mutually supporting, the whole advancement, the key breakthrough, can improve the scientific level of cadre selection and appointment work...
