Obama Administration's Internet Diplomacy And Its Inspirations

As the trends of globalization and informationization deepen, and the awareness of civil society's growing participation in foreign affairs strengthened, internet diplomacy has become increasingly active and important diplomacy tools in oday's international community. After Obama administration took office, they actively implement the "E diplomacy " which use internet, mobile phones and other new media as platform . Some initial success have achieved since its implementation, and it give a reference and inspiration for the effective implementation of China's internet diplomacy in future.At present, China's internet diplomacy is still in the initial stage. There are both some potential advantages and some shortcomings to be perfected . This article attempts to draw the successful lessons from Obama's "E-diplomacy" and based on the current realities in China, initially proposed to the strategies and measures of developing and enhancing China's internet diplomacy as follows: .First, China should follow the wave of globalization, take a positive response to the internet diplomacy and make the strategic planning, formulate a clear strategic objectives. Second, in order to improve the capacity of public opinion manipulation,China should build a series of management models and mechanisms consistent with the regular pattern and the actual situation,and set up a special institution and formulate relevant supporting laws to protect the normal operation. Third, to balance relationships of the cyberization,modernization and globalization of the national culture in the external communication to enhance China's soft power. Fourth, to cultivate diverse internet diplomacy bodies and carry on the nationwide internet diplomacy to improve China's civil right to speak. China should also encourage the development of non-governmental organizations and mobilize civil power of internet diplomacy to enhance public participation in internet diplomacy. This paper attempts to improve the effectiveness of China's internet diplomacy, in order to enrich and enhance the implementation of China's overall diplomacy.At last,China should bear the responsibility and make contributions to build a new international culture order and promote to Construct a harmonious world .
