A Tentative Study On Value-oriented Diplomacy Of Obama Administration

The study on “Value-oriented Diplomacy”, utilizes the perspective of combination of culture values and international relation study, to observe the process how international actors that taking advantage of the method of values, influencing foreign policy decision-making and international moral ethics.“Value-oriented Diplomacy” is referring that, central government and institution’s staff, non-government organization, citizen and some other institutional medium in sovereign state use its own values system as standard, principle, and scale of foreign policy decision-making and practice, utilize freedom, democracy, human rights, law, and market economy as slogan, pursue the purpose of maintaining national security and interest, occupy international moral’s commanding height, elevate state’s global voice, practice a series of foreign policy and diplomacy behavior in international politics. “Value-oriented Diplomacy” has several characteristics of inside and abroad, explicit and implicit, cannot be overturned. From the perspective of communicate direction, it includes modeling and propagating the mainstream values at home, also includes practicing and developing typical values system abroad; From the perspective of communicate form, it can be divided in explicit and implicit value-oriented diplomacy,central government and institution’s staff in sovereign state has explicit characteristic, while non-government organization and citizen has implicit characteristic. From the perspective of communicate essence, it cannot be overturned. Values that accepted by one state and its citizen need long time period to form, to have stable, core and cannot be overturned characteristic. “Value-oriented Diplomacy” has the function of fighting for citizens’ support and molding national image, maintaining national interest, elevating international voice and occupying international moral’s commanding height.This thesis studies on value-oriented diplomacy of Obama administration, analysis its origin, practice, and effect so that we can rethink, respond, and evaluate it. In the post-cold war era, US have become the only superpower in the international system, needs special methods to hold its status. Throughout the history, American foreign policy keeps balanced between isolationism and expansionism; it has universal responsibility and superiority complex with the interaction and integration of mission idea, racial superiority concept, expansion consciousness, individualism, pragmatism. American value-oriented diplomacy is so reasonable that cannot disguise its objective essentially. America sustains its hegemony by pursuing national interest, holding chosen people status, acquiring further resource superiority, formulating international system, exporting freedom, democracy, human rights. Obama administration is not an exception, it needs to adjust American global strategy to putting the security of US citizens and its allies, prosperous economy, a set of American universal values being recognized by the world, and America-led world order as its long-term national interests, value-oriented diplomacy is a core solution for national security, national interest, and global hegemony.New world is coming without peace. Unrest in the Middle East, international terrorism like “ISIS” has been a major threat to the wellbeing of the world, Ukraine crisis and Rebalancing Asia have also caused more of uncertainty as America continues promoting its values to transform, that is so called non- democracies. It is thoughtful for every country to pay attention to international system’s development. World development’s diversification, international relation’s democratization, international institution’s justification had always been trend of the times’ mainstream, value-oriented diplomacy of Obama administration goes against with it for its indirection, concealment, force characteristic, cannot realize its goal.We should hold reasonable and critical sight for the study on value-oriented diplomacy of Obama administration. As China is at the crossroads of its strategic opportunity, it needs a sound environment to further development, a positive attitude towards international affairs and international cooperation, makes a difference in world’s peace and development. Follow international trends lead to prosperous; violate to extinction, is an everlasting truth in international relations.
