Labor dispatch is not only a market distribution way of human resources,but also the development and extension of personnel agency service, which is characterized by separation of recruitment and employment, that is labor dispatching company "recruits but not employs people" and employers "employs but not recruits people". In labor dispatching system, widely exists the phenomenon of "doing same job but earning different amount of money" between the "official employees" namely formal employees and "unofficial employees" namely dispatched employees in employment. This phenomenon has a long history in china's labor market, but absolutely not a unique result from labor dispatching system. This paper attempts to provide effective methods to ensue laborers'equal pay for equal work rights by exploring the social security, enterprise reform, laborer training , etc, which based on analysis of same job but different pay by describing the concepts of labor dispatching and equal pay for equal work, etc, and also on further analysis of its impacts and causes.
