Along with the domestic and foreign market competition intensity, the state-owned enterprise is facing the more and more tremendous pressure, organizes more and more to be also big to the performance request. Since the concept of "Performance management" has proposed, its theory had obtained the very big enrichment and the development to the practice instruction. The people hoped through the performance management charm, creates the ultra first-class enterprise. How designs a set of effective scientific, conforms to our country national condition and satisfies. The performance management system which needs in the economical globalization time development of the domestic enterprise, is critical and the significant topic. Especially regarding some traditional profession in enterprise, how acts according to the enterprise the actual situation, we should change by the economical responsibility shape and the management responsibility primarily inspection way, establishes a set of scientific performance management system to enhance the enterprise competitive ability. It is key to these enterprises to grow strong. The Guangyuan group Company is the state-owned large-scale coal mine tertiary industry group, after changing the system the large-scale comprehensive group company, establish the work service company by 1983.It gradually adapt the market economy development demand, the request which the response state-owned enterprise changed the system, the independent management, creates income and cuts down on expenditures. At the present, it gradually developed into the local very influential group enterprise. However as a result of many years state-owned enterprise management mechanism influence, added the organization to govern the structure an occurrence bigger adjustment, in recent years its development actually was in the slow development situation, this enterprise's performance potential needed the further excavation. The synthesis considered that, the very essential reason is the enterprise has not promoted regarding own performance inspection to the strategic target, lacks the system of the performance management. The group management level did not correctly understand the performance management, the superintendent is unable to display the true effective performance management core and the pivotal role, merely inspects it as the achievement staff's tool. How to promote the performance of the group becomes the group superintendent's attention spot, and has created the very good practice condition for my research. If we want to carry on the full analysis to the group company's performance management situation, first we should understand comprehensively, gives the diagnosis, namely the investigation, the analysis company performance management actual condition, discovered the question, then has pointed penetrates into concrete operation of the company performance management, the utilization scientific method, carries on the quota or really with the basis the qualitative analysis, verifies with the question reason, proposes the practical feasible improvement program.
