With China entering into WTO, the marketing of Chinese tobacco industry is accelerating. In order to meet the international regulations, Chinese tobacco industry has to follow the market regulations, compete in Chinese market and step into the worldwide market, so that Chinese tobacco brands can grow to be great international brands. Performance management is one of the most effective measurements to help tobacco industry to maintain and improve productivity and realize the targets of tobacco company. A complete theoretical system has been established to assess and improve the performance of employees. By building the enterprise strategy, decomposing targets and assessing performance, performance management applies performance assessment into the daily management of enterprise, in order to stimulate employees to continue improving their performance and realize the organization' s strategy and target.PY Company, the branch firm of Sichuan Provincial Tobacco Company, is one of the three tobacco firms to be experimentally reformed. Target* on PY Company, this thesis focuses on the research, design and implementation of performance assessment system. By analyzing the current situation of human resources management, based on the analysis of working position, this thesis establishes a scientific system of performance assessment, including special performance assessment techniques for various types of working positions.The thesis consists of four parts, including the comprehensivereview of performance assessment theories, analysis of human resources situation of PY Company, design of performance assessment system of PY Company, implementation of performance assessment system and analysis of current problems.Based on the performance management theories and applying the scientific performance assessment techniques, matching the management strategic targets and human resources situation of PY company, the thesis designs a suitable performance assessment system, and point out the limits of the system and its implementation, which could be referenced to other domestic tobacco company.
