| With the gradually weakening of tariff-barriers and traditional non-tariff barriers in international trade, technical barriers to trade, as a new type of non-tariff barrier, has come to be adopted in trade protectionism as a means being most frequently used, most powerful and unconspicuous; also, it has become the principal part of future international trade barriers. As a result, tariff barrier to trade has become the crucial issue to be studied in the field of economics.As far as Guangdong province is concerned, although she enjoys the reputation of major foreign trade province in China, the advantages she has so far mainly lie in the labor-intensive and capital-intensive products with low add-on value. In USA, Japan, and European Union and some other countries, the criterion of detecting the agricultural chemicals residue has been enhanced and a serious of relative rules of law and measures have been brought in, all these have exerted a rather serious impact onto Guangdong's foreign trade development.In this paper, basing on the available concepts, characteristics, categorization, developing tendency etc. about technical barrier to trade, it has analyzed the number and price composition mechanism of technical barrier to trade, and also analyzed the game strategies of setting up import and export barriers by means of game theory.After that, through the typical cases occurred in Guangdong's export enterprises, various technical barriers to trade has been introduced and the profound elements resulting in Guangdong's enterprises frequently encountering technical barriers have been analyzed. Finally, the corresponding countermeasure to solving the problems has been provided.The instruments of the research are the analyzing tools included western economics and its mathematic analysis methods. Also, in this paper, it pays attention to provide an objective description to various technical barriers so as to ensure the validity of the analysis.
