Zhenjiang City Communist Youth League Cadre Examination Study

It is a focal point and difficulty for Administration Authority to strengthen the assessment of achievement and efficiency of Administrative Personnel. As a mass organization, the Communist Youth League cadres shall be assessed with reference to the general standard of achievement and efficiency since its specialty. This article firstly makes an analysis of the present situation and existing problems of the achievement and efficiency examination for the Communist Youth League cadres in zhenjiang Area, and of the reflection of such examination in the management of government organizations in theory and practice by means of study of the assessing system for civil servant in USA and Hong Kong, To counter the actual examination requirements in Zhenjiang Area, this article approaches and works out a system to assess the achievement and efficiency of the Communist Youth League cadres, and then quantitatively evaluate the job achievement and efficiency of the main leading cadre of 15 Communist Youth League organizations belonging to the Zhenjiang municipal organs by applying principal component analysis method. Furthermore, the writer approaches the management system and achievement and efficiency examination method for Communist Youth League cadres of Zhenjiang Area in the light of above-mentioned evaluation process, thus expecting to provide scientific, standard and systematic assessment method of that with civil servant.
