Corporate Culture, as one the most important ideological concept, is a critical environmental factor of economic development with respect to the enterprise management, which shall promote or obstacle the development of an enterprise. This article starts on identification of what the culture is and then presents a description on general concepts of culture and corporate culture respectively. Taking the case of corporate culture reengineering of Firm TR for an example, a detailed study has been conducted on the promulgation of corporate culture. On the basis of Firm TR's practice, further studies regarding functions and roles of promulgation in corporate culture reengineering has been carried out. Particularly, further discussions on the significant importance of promulgation of corporate culture in the corporate culture reengineering have been conducted.History and practice all demonstrates where there is no promulgation there is no cluture in a firm.In a enterprise, one of the most important thing is that we have to collect all staff and make them work together for a common mission, mix individual's target with collective objective, managers and staffs work together, all these need fully coordination which results in the functioning of promulgation and communication in a firm, and only in this way, function of the corporate culture shall be fully developed.
