The research of "Red" tourism theory has acquired some productions which includes the- concept of "red" tourism, the classification of "red" tourism, the function of "red" tourism, the problems during the exploitation of "red" tourism and so on. With the development and update of tourism activities and the concept of tourism consumption, there are lots of new phenomena and rules. With the policy promotion of our country most "red" tourism exploitation still exist many problems and need new "Red" tourism theories and the system of the resources value to direct the exploitation of "Red" tourism. That's why this thesis comes into being. From the facts this paper try to deal with two realistic problems, they are "how to solve the problems during the "Red" tourism exploitation?" and "how to conceive the system of the "Red" tourism resource value" and use the knowledge of culture theory, economy theory, psychology and so on to solve the problems.The thesis consists of five parts: part 1 is the productions and shortage of "Red" tourism research; part 2 is the character and social function; part 3 is the value system of the "Red" tourism resource; part 4 is to give the measure to solve the problems; part 5 is the epilogue. Through the above argumentation, this thesis attains two conclusions:Firstly, there is some differences among "Red" tourism, culture tourism, sightseeing tourism, "Red" tourism has its own concept, existing reason, the course of development, the character and the rules of exploitation. The exploitation of "red" tourism must follow the regular rules of the masses market, tries to turn the policy advantages into the market advantage. In China the tourism market is not mature, the exploitation should follow the rule of specialty-simpleness and use the new way tounfurl the traditional culture to adapt to the character of masses tourism age: amusement, economy, common customs.Secondly, the thesis brings forward the value system of "red" tourism resource: the theory of core factor and extension factor. The successful exploitation of one "red" tourism, should grasp not only the core factor including culture factor and taste factor, but also the integration of the core and extension factor. This thesis use the theory which has put forward to find the problems during the exploitation of "red" tourism in Jinggang mountain, Zunyi, Yanan , Deng Xiaoping's residence and give the measure to solve the homologous problems.
