Research On The Methods And Indexes System Of The Economic Evaluation Of Environment Impact In Coal Construction Project

Our country is one of few countries relying mainly on coal in disposable energies in the world. The exploitation and use of coal have caused the serious pollution and destruction to environment and have restricted the sustainable development of coal industry. But in the feasible research reports of the planning coal projects, overly pay attention to the economic benefits, neglect external negative economy of environmental impact, namely neglects external environmental cost (the environmental cost which the society pays for the project ). Because having not brought the economic losses that environmental impact has caused into the economic evaluation of the project, so evaluation can't reflect whether the project is feasible. This thesis is exactly based on above problems to make a little meaningful exploration. This thesis introduces research background and meanings, the definitions on economic evaluation of environmental impact, introduces the current situation and experiences of economic evaluation of environmental impact in domestic and international coal projects; analyses the necessity of economic evaluation of environmental impact in the coal construction project in our country and classes environmental impact in the coal construction project; further, proposes the programs and methods: including environmental value evaluation methods, environmental loss evaluation methods and the cost- benefit analytic methods; on this basis, designs the indexes system, including cost indexes system and benefit indexes system, according to different objects, separate cost indexes system into direct cost and indirect cost indexes, separate benefit indexes system into direct economic benefit and indirect economic benefit, according to above methods and indexes system, provides the calculating technologies and formula of the indexes; Finally, uses methods and indexes system to evaluate the coal project in Tongchuan , Shaanxi. This thesis has got the methods of economic evaluation of environmental impact in coal construction projects, designs indexes system possibly makes them quantized, offers the favorable proofs for the decision on the project, the old way " managing after polluting "in the developed countries can be prevented in a certain degree and benefit for the protection of the environment. the research of this thesis plays a certain reference role to the environmental impact economic evaluation of coal construction projects.
