The enterprise performance evaluation criterion refers to the reference or yardstick that selected based on certain foundation and used to judge target's performance for realizing the specific purpose, in the course of company performance assessment. It influences not only the evaluation result, but also operator's behavior through the evaluation system and salary mechanism, except for the strategy's formulation and implementation, and the cultivation and keeping of the key competition advantage. The research to evaluation criterion will contribute to perfecting enterprise's performance evaluation system , offer the theoretical direction for the fact that enterprises choose and make the evaluation criterion of the achievement , still help to set up effective encouragement and restrain mechanism , coordinate interests conflict between owners and operators, and fully arouse the enthusiasm of operator. So, there is a very important realistic meaning in both theory and practice to study it.The main purpose of this article is to explore the scientific, rational and objective valuation criterion that suits enterprises of our country and help to realize the strategic objective, by studying evaluation criterion's gradual progress course, basic theory and relevant factors.Firstly, this article studies the history of the domestic and international evaluation criterion and relevant basic theories, analyses function of incentive mechanism. Evaluation criterion can be divided into 3 dimensions, base, level and encourage; Secondly, through analyzing five-pairs contradictions of it's choosing foundation and studying three popular evaluation modes (comprehensive financial mode , value mode and balanced mode), this article has set up EVA comprehensive balance index system in the base dimension; Thirdly, it studies the definite principle , compares the pluses and minuses of more different reference systems, and then proposes that in the level dimension, evaluation criterion should be made by incorporating the thought of adaptability in tactics, combining enterprise's own characteristic and strategic objective on the basis of consulting the tradeaverage and advanced standard; Finally, in the encourage dimension ,through comparing different salary ideas , exploring the relation between the achievement and the remuneration sensitivity to achievement, and analyzing three decisive factors of the performance sensitivity to evaluation criterion separately, the author proposes a decision and controlling model of the performance sensitivity to evaluation criterion.This article mainly uses the economic theory, modern management theory and the method of market, moreover, adopts the interdisciplinary method and the way to combine ration and determine together. The author carries on comparative research and makes investigations especially, besides utilizing the annual report materials of listed companies of our country to carry on the positive research.
