Research On The Evaluation Model In Land Development And Consolidation Project

Evaluation in land development and consolidation project is a foundation to choose the project correctly and the important scientific basis in carrying on project decision. But the evaluation in land development and consolidation project lag behind relatively. On assessing index system, it is not formed an unified standard of evaluation in land development and consolidation project, so it's difficult to carry on the land development and consolidation in a scientific, reasonable and efficient way. On the base of the unique characteristic of the land development and consolidation project, the article assesses the feasibility research of the land development and consolidation projects. Using superiority evaluation method, the article goes on systematic demonstration on the feasibility research of the projects and form the framework of evaluation index system. Empirical analysis of the representative projects on the list of projects storehouse in Xinjiang Land Consolidation Center in 2005 proves the realistic effectiveness of the method. This evaluation model in land development and consolidation project can offer a certain reality consult basis and method exploration. Because efficiency evaluation plays an important role in the evaluation in land development and consolidation project, so the article continues to research the model of efficiency evaluation in land development and consolidation project. From micro angle at first, the article points out the defect of the present model of economic efficiency evaluation in land development and consolidation project, considering the time value of the fund, and forms the model of dynamic investment evaluation; and Secondly from macro angle, on the base of the current situation that economic efficiency evaluation plays an important role in the efficiency evaluation, the article forms the model of efficiency evaluation in land development and consolidation project, including economy, society and ecological efficiency. Empirical analyses on the feasibility research of the land development project of participating in person by using improved Analytic Hierarchy Process prove the effectiveness of the model.
