Countermeasures Research On How To Overstep "Green Barriers" In China Export Trade Of Poultries

With the running of the GAIT and WTO, tariff barriers are continually cut down, and non-tariff barriers are limited more and more rigidly. But western developed countries adopt enthusiastically the measures of non-tariff barriers aiming at the purpose of trade protection, and green barriers have been the most prevalent type at present. Green barrier is a kind of new non-tariff and is being used more and more extensive. And the generation of green barrier is derived from many reasons among which there are two most important ones: one is human beings' unparalleled concern for environmental problems, and another is trade protectionists' eager hunt for new ways of protection. In addition, WTO attaching importance to the problem of environment and laying down lots of exception provisions on environmental protection become the lawful foundation on which some countries set the criterion of environmental protection and establish green barrier. Finally, the feature of green barrier, such as rationality in name, legitimacy in form and ingenuity and concealment in way of protection, is the intrinsic factors that make green barrier prevail in international trade. China, as a developing country, has lower level in economical development and the technology of environmental protection, so green barrier has become the largest obstruction in the export trade of the poultry in our country. Some developed countries stop, even forbid overall importing the poultry products from china because of green barrier, therefore, our export of poultry products has suffered defeats frequently and manifested the unprecedented predicament, the export amount and the share in international market of poultry products declined constantly. Our country is a big agricultural country and trade of poultries' products occupies a big share in our country's foreign trade. In recent years, with the government giving support to livestock husbandry and improving in breeding technology, the output of poultry products in our country increases rapidly. However, affected by green barrier, the amount of export of poultry products in our country declined sharply and the situation of export is not optimistic.
