This article is based on the natural monopoly theory, and illustrates the reason, the aim, the main approach, and the performance of the innovation of the natural monopoly marketization. Through analyzed concretely three typical cases which are the telecommunication industry, railway carrying industry, and electric power industry in Japan, obtained their the successfully innovate experiences, and based on them, bring forward the advises for the current natural monopoly industry in our country . The article includes four parts. The first part illustrates the basic natural monopoly theory, which includes the boundary, character of the natural monopoly, and the need, mainly manner of the government managing the natural monopoly industry.
