Along with the approach of new century, the rise of knowledge economy, the world is beginning a new science and technology revolution, product life cycle is shorten, high-tech pile up one after another, as to enterprise, knowledge accumulation and technique innovations become key in global competition. Enterprise is the pillar of national economy and also is the main body of technology innovation, in face of such history opportunity and challenge, how objectively , scientifically , effectively, quantificationally evaluate technology innovation ability and performance will have important reality sense which can help the enterprise to realize own technology innovation strength , adopt proper innovation strategy , improve own competition advantage , catch optimal economy and society benefits.Technology innovation theory enters our country in the 70's, in the end of 80's becomes domestic academic research hotspot, while many research only stay around exploration stage, partly cover some concrete measure and research projects, specialized research on enterprises in a certain province area have not yet seen the result so far. Therefore, perfecting evaluation analysis on technology innovation of some concrete enterprises or industries is an urgent task need deeply discussed in science and technology management, it is also the problem my thesis should solve.Firstly, the thesis introduces the domestic and international expert's study method and contents concerning technology innovation. "Innovation" first was brought forward by economist, J.A.Schumpeter, he thought innovation is that new combination including new production factor and condition is imported to production system. The new combination includes five aspects:(1) Adopt a kind of new product;(2) Adopt a kind of new production method;(3) Develop a new market; (4)Seize or Control a kind of original material new supply source; (5) Carry out a kind of new organization of industry. Sum up, innovation begins from research development but ends in market realization we call it narrow sense technology innovation, while innovation begins from invention creation but ends in technical proliferation we call it broad sense technology innovation. The usually comprehended innovation, mainly mean the technology innovation of narrow sense.Secondly, the thesis confirms the relation between enterprise technology innovation ability and performance. The text thinks technology innovation ability of enterprise is the ability to effectively make use of various innovation resources, under the condition that the enterprise has certain scale , technical and economical condition with the purpose of improving enterprise's competition ability. In general literature, "Performance" is comprehended as "output" and translated as "results", in this text, we comprehend the performance as results or produce, technology innovation performance is also a creative result and produce of the enterprise. Innovation performance can not only bring economic performance for enterprise, but also will increase enterprise technology accumulation and competition ability and bring invisible performance. The technology innovation ability pierces through the whole process, If innovation ability be comprehended, we will grasp the whole innovative process. We can find out all kinds of factors influence innovation ability mostly and get relevant factors affecting innovation performance. Thus makes the research contents more complete and can deeply reflect influence factors on innovation performance, which will have very strong leading meaning to creative activities of enterprise. The technology innovation ability and performance affect mutually , promote mutually, the exaltation of innovation ability can raise innovation performance, in reverse, the exaltation of innovation performance can make the enterprise to increase labor force , capital , material, consequently improve theinnovation ability.Thirdly, according to the principle of science n comparativenesss growth % quantitative combined with qualitative analysis, we can set up evaluation index system on technology innovation ability of enterprise. Among those the first level index includes: innovation devotion ability s innovation management ability > research and development ability s manufacturing ability > innovation marketing ability s innovation output ability. The second level index includes: devotion intensity of research and development > devotion intensity of science and technology employee n devotion intensity of non-research and non-development; information collecting ability s innovative tendency > innovative mechanism > innovative strategy s innovative risk forecast and evaluation; advanced degree of technology levels success rate of research and developments owned patent and special technique numbers independent innovative ability s renewal period of main product; advanced degree of equipment levels adoption rate of modern manufacturing technology s completion rate of imported technology s standardized work level; market understanding level > adaptation degree of marketing system > market network degrees devotion intensity of sale expense; sale quota of new products sale margin profit of new products technology trade indexs product market share > enterprise competition ability s innovative efficiency.Fourthly, according to the principle of simple > easy to operation; relativity and accuracy of information; layer and concentration can we set up evaluation model on technology innovation ability of enterprise. The domestic and international experts have applied many methods when they research technology innovation ability of enterprise, among them including: adding power to sum methods faintness clustering analysis methods Analytical Hierarchy Process(AHP) based on nerve networks minority multiple index methods main component analysis method etc. Inconsideration of producing and management characteristic of enterprise, combining with research on technology innovation ability system and evaluation index and modeling principle, the thesis choose AHP model which has strict logic and is perfected as innovation ability evaluation model of enterprise.The Analytical Hierarchy Process (AHP), an effective system analysis method can deal with complicated problems by blending quantitative analysis method with qualitative method, in the 70's brought forward by an American scholar, ThomsasI.Satty. The basic principle of AHP is that make all kinds of factors in the complicated problems more well-known by dividing some orderly layers structure mutually linked, then analyze the new simpler layer structure according to some judgment standards, then in base of total layers carry on comprehensive analysis and decision. Though from mathematics principle AHP has deep contents, it is a kind of thinking method in essence.The method entered our country in the 80's and spread out various related methods, it has been successfully applied in many bigger system engineering at our country industry policy. Make use of the method has four steps as follows:l.analyze factors relation in the system, build up systematic structure of stratum;2.according to expert opinion, get significance of every factor at the same layer toward previous layer, compare significance, then construct judgment matrixes.3.according to judgment matrix, compute relative power weight of compared factors, then verify consistency of the judgment matrix.4.compute each layer's total power weight toward system and carry on sequence arrangement.Finally, on the foundation of model evaluation carries demonstration analysis on enterprises in Jilin province, finds actual problems and putsforward improving suggestion and countermeasure. The evaluation on technology innovation ability of enterprise need consider enterprise circumstance by distinguishing different profession > different type> different scale. As can be seen from evaluation index, all kinds of indexes in enterprise with different industry % different type^ different scale, will have different evaluation power weight. Aim at enterprise in different industry and type, expert can take into distinction by adjusting index power weight. The Jilin province is one of the oldest northeast industry bases, it owns a lot of large industry enterprises whose development is an important embodiment of China economic and science and technology system reform. Therefore, the thesis chooses ten large industry enterprises of Jilin province as demonstration analysis.In general, the technology innovation ability of enterprise is divided into five layers: Stronger (above 90), Strong (80-90), General (70-80), Weak (60-70), Weaker (below 60). The comprehensive evaluation on technology innovation ability of Jilin province is 75.332, the score belongs to middle level compared with the same industry in other provinces. Through further analysis on each kind of estimation value, we know the enterprise in Jilin province should strengthen research and development ability and innovative benefit (performance).If we want to improve technology innovation ability and performance of enterprise, we should perfect the inner and exterior environments at the same time. As to perfect internal environment mainly include: raise enterprise executive's ability > cultivate entrepreneur spirit; actively construct better environment for cultivating^ attracting talented persons in science technology field; combine import with independent innovation, establish innovation development strategy; stress the importance of technical reform equal to development new product; mold innovation culture, make enterprise to lie in strategic position; face to market, in the orientation of market customer requirement.
