Human resource is the decisive factor to promote the economy development, and the quantity, quality and structure of human resource are basic forces to promote a county or an area to realize the sustainable development. In the knowledge—economic era, as the decisive factor, human resource is becoming even more important and the strategy of exploring human resource is self—evident. The success of enterprises relies on the talent, if the enterprises who can gain the talent can possess the market, and had the core power of competition that can not be defeated. At present, the spring—up of knowledge—economy, brings the cherished chances as well as stern challenge for our enterprise, so, it is very necessary that Chinese enterprise can adopt advanced view of management and carry out the management which take the talent as the object.Building up a comfortable and high—living standard society in all level, promoting the development of our information industry and realizing the talent—oriented management is the key focus to complete the goal of the 16th national congress of CPC, therefore, it not only has the theoretical meaning but also has the directiveness to research(systematically, thoroughfully and deeply) the personal manage principle of human resource, which under the condition of market—oriented economy, and construct a system of talent—oriented management which is in advantage of defining the human resource in information industry.This essay investigated the human resource's present situation of information industry which under the period of transition in our country, basing on the subject knowledge of economy and management, such as the manpower capital theory, management theory of human resource and theory of business management, we get the conclusion: Being lack of the idea of talent—oriented management, being short of strict but feasible management specification and efficient but flexible management policy, and having not enough scientific and reasonable policy as well as healthy and harmonious humanity environment.
