It is of great significance to carry out the planning of human resources by the internal organization of the service-oriented government. The implementation of this work has a serious impact on the department performanceand the internal staff. Therefore, while carrying out this work, no matter the departmental interests and overall objectives, or the individual value and personal goals of civil servants, all are the objects that the government should be taken into account, so as to make a balance between the two sides, and realize the coordinated development. The cost of human resources is the main content of the administrative costs of government agencies. As for the government, scientific planning and utilization of human resources, will contributetoreduce the cost of, enhance the socialadaptability and integrationcapacity of the new values system, and improve the public output and service quality. In addition, the overall planning of human resources in the new era is not only the main advantage of the market, but also is the effective tool for the government agenciesto obtain advantages. Due to the increasing competition of the high level of human resources, in order to attract more talent and build collective strength, the government needs to plunderhigh quality talent with enterprises. However, the introduction of talent is a two-way selection process, that is, the demanderis bound to providea higher level of treatment, and talent also will select the appropriate institutions and positions according to career planning oneself. In the core competitiveness of the market main body, high level human capital is a crucial key source. Hence, the service-oriented government should attach great importance to the introduction of advancedtalents and the team buildingestablishment, making full use of its outstanding ability to provide support for the government to better perform its functions.Therefore, the service-oriented government should not only modify the human resource management system, and more change the idea of selecting andutilizing talented people.Based on the reform of human resource management system, combined with the current situation and practical needs of the current domestic service-oriented government, this research selects the Shenzhen municipal government as an example to launch the analysis. Through the review of the reform process of government human resources and management system, this study identifies multiple factors which have direct impacts on the reform and establishes a model based on the deep understanding of the reform work. Meanwhile, combined with the changes in the current environment, this article expands the theoretical research and empirical analysis, summarizes the achievements of this work, finds out the problems and formulates corresponding solutions. This article scientifically demonstrates the function and effect of the local government in the strategic planning of human resources management, and launches a thorough analysis by combining the theory with the actual case, which have a considerable meaning in the theoretical level and the practical level, respectively.
