Studying The Sustaining And Cooperative Organization Culture Of Chinese Public Sector

The organization culture is a pattern of shared basic assumptions that the group learned as it solved its problems of external adaptation and internal integration, that has worked well enough to be considered valid and, therefore, it includes organization target, value, faith, system, behavior, and so on. In the seventies of the twentieth century, some west scholars have began to study the de-bureaucratization, and finally they have come into being a series of theoretic fruits in the realm of organization task, structure, procedure and culture. Comparing the organization culture theory with the others, we find the organization culture theory is unsubstantial.In the near future, more and more domestic scholars are absorbed in researching the organization culture of Chinese public sector, but they mostly study the culture concept, culture sort, culture trait and culture action, seldom to study or carry out the model of organization culture. With the development of the economy and the politics, we have hold the practical foundation to change the organization culture of public sector. However, the traditional administration culture is deep-rooted, at the present time, the organization culture of Chinese public sector still reserves some elements of traditional culture. In a word, the organization culture of Chinese public sector runs short of the sustaining, cooperative, democratic and scientific connotation. We should know that the culture innovation is the primary task to drive reformation of the administration system and is the feasible way to get through the current troubles in the central government and the local government.
