The ethical dilemma of Villager Self-Government is a moral quandary puzzling all the subjects of Villager Self-Government. Conflicts of responsibility, of roles, of interest and of undistinguishing between right behaviors and wrong ones, are dilemmas that the subjects often have to face. While getting into those dilemmas in practice, the subjects usually take an action without necessary ethical thinking, thus their doings may not be correct. The investigation of causes of the system of one-person-hold-two-position(the villager committee director, the Villager Party branch secretary) indicates that the subjects' correct doings have far reaching consequences to the Villager Self-Government. The model, which would direct the subjects to conduct responsibly, help the subjects to take responsible action. The two key measures that will compel the subjects to take action responsibly, are to control the subject's conduct by laws and codes of ethics, to improve the ethical autonomy by education and cultural compulsives.
