Whistle-blowing is a kind of ethical choice behavior, which aims to public spirit.It means that when administrative staff finds organizations involved in illegal orharmful activities, they will denounce those unethical activities within and outside(usually outside) the organization, especially corruption in the organization. Thepurpose of whistle-blowing is usually to reduce power abusing and influence onpublic decision-making from bureaucratic organizations so that the interests of wholesociety and people can be effectively protected.In recent years, more and more civil servants blow the whistle on illegal actionsof their superiors and authority departments. As insiders, they offer help toprocuratorial organizations to get more evidence and fight against corruptioneffectively. However, whistle-blowing will also be regarded as “betrayal” to theorganization, and civil servants are easy to suffer retaliation from superiors andorganizations. Meanwhile, maintaining public interest is a sacred mission of civilservants. Be loyal to the organization or be loyal to the constitution? Civil servants arealways in ethical dilemmas. This study takes administrative ethical dilemmas as anangle of view, through empirical research to administrative ethics status of civilservants from three government agencies in Changchun, the author got their currentstatus of administrative ethical dilemmas in whistle-blowing. After analyzing thereasons, the author tries to explore the effective ways to help civil servants out ofdilemmas.Administrative ethics is a total of ethical code of conduct, principles and values,which are based on fairness and justice in public administration system. It is a seriesof ethical rules for personnel who are engaged in administrative affairs, activities andbehaviors in the field of public administration. Administrative ethical dilemmas arereferred to the dilemma situations that in administrative activities, administrative staffor organizations are faced with multiple mutually exclusive responsibilityrequirements, interests driving and value orientation. American ethical master, Terry Cooper, thinks the reason of administrative ethical dilemmas is administrativeresponsibility conflicts, which has three forms, namely power conflict, role conflictand interest conflict. This study also analyzes administrative ethical dilemmas’ formsin whistle-blowing from these three aspects. In the process of research, the authoruses simple random sampling method to investigate part of civil servants inChangchun and got clear survey data by stating the various index and percentage.Combining theoretical analysis and empirical analysis, the author thinks that there arethree main reasons of administrative ethical dilemmas in whistle-blowing: theresponsibility of conflict, weakening on ethical autonomy of civil servants and worryon risk of whistle-blowing. Based on these dilemmas and reasons, the author putsforward feasible suggestions, which are also the key points of this study. First of all,enhance construction of civil servants themselves. It means to strengthen educationand training of civil servants and improve their ethical autonomy. Next, improveadministrative ethical systems in China. The government should pay more attention tolegal supervision. Finally, strengthen related whistle-blowing systems. The key pointis to protect interests of whistle blowers and give them positive incentive.
