Studies On The FDI Strategy And Policy Of Zhejiang Province In The 11～(th) Five-Year-Plan

Since the reform and opening-up to the outside world, for a rather long period of time, Zhejiang Province fell behind in the attraction of foreign direct investment, which was substantially incommensurate with the status of economic development. From the late 1990s, there occurred great leaps in understanding the significance of the attraction of FDI, governments in all levels regarded business inviting and capital introduction as "Top Project", and there have enacted a series of policies in land use for foreign-funded projects and business inviting for capital introduction, etc. Under incentives of these policies, the scale of foreign fund introduction expands swiftly and the national rank rises continually. However, at the same time the blindness of the attraction of foreign funds protrudes. Malignant competitions among local areas for grapping the foreign funded projects turn out; in remising their lands, the phenomenon of peasants' benefits being harmed stand out; the industrial structures and regional distribution for the foreign investments are very irrational, which has impacts against the stamina of sustainable development. Why the afore-mentioned problems occur is related to that we haven't has defined strategic objectives and planning in the attraction of foreign funds till now as well as we are deficient in pertinence in selecting policies. With regard to settling this problem, we are supposed to set forth lucid strategic objectives of attraction of foreign funds in the "11th Five-Year-Plan" period and to take substantial and effective policies as well as actions to integrate the attraction of foreign funds with adjustment of the economic structures in the whole province and well plan the domestic develop with opening to the foreign countries as a whole.First of all, this article makes brief appraisal and analysis on theories related to FDI, pointing out the practical significance and deficiency of FDI theory; after that, it sets out from the practice of the foreign fund attraction in China and makes analysis on effectiveness and future tendency of China's policies on foreign fund on the basis of combining different ideas of experts and scholars, moreover, it deepens the understanding in comparison with some nations; subsequently, it addresses to recollects the holistic situation and development trails of the attraction of foreign funds in Zhejiang province, contributions in the economic development in Zhejiang made through the attraction of...
