Civil servant is an important part of Human Resource in a country. Civil servant in the Provincial General Office of Government play important role in China. It is especially necessary to manage them. Civil servant performance appraisal' is the core function of Civil servant management. Civil servant performance appraisal is an important and difficult task for Human Resource Department. The particularity of the work of Civil servant increases the difficulty of the performance appraisal. So only guided by the technology and the way of scientific appraisal, with a improved Civil servant appraisal system, furthermore, combined with the Civil servant practice, we can get the true appraising result, which will be the base of performance improvement of Civil servant. Only with the true appraising result, we can select and appoint right person with ability justly, fairly and objectively.This article is based on the present Civil servant appraise system and the investigation of the present situation of operation and problems of appraising in the Provincial General Office of Government. Referencing on the technology and the way of appraisal in industrial and commercial enterprise, combining with the Civil servant practice, using the contemporary theory of Human Resource Management, adopting proving and theory analysis, adopting the quality and quantity analysis, I have researched the theory, the intension and feature of Civil servant practice, and the technology and the way of Civil servant appraisal system.2 Finally, I have proposed the model of Civil servant appraisal system for the Provincial General Office of Government in which Civil servant are classified and distinguished in the titles and grades. Furthermore, in this article I have analyzed the mechanism of operation guarantee of Civil servant appraisement and given related measures and suggestions.
