The official performance management in government department appears increasingly important, for the government department is at the core position in developing modern economic community. As a significant aspect of the government department performance management, civil servant performance evaluation is mainly based on improving the official administrative efficiency and public service level, and promoting civil servants personal development. Currently, performance evaluation system in the government departments is so imperfect that allocation of financial resource, physical resource is unreasonable which makes the low efficiency of organization in government department. This article focuses on the improvement of the governmental organization performance management system, and the achievement of the government strategy by Action Learning and Scene Creation.The article analyzes the nature of the enterprise performance management, new public management concept and governmental organizations performance management system by related concepts. This article deeply discusses the corresponding performance improvement methods based on analysis and summarizes on performance evaluation methods. At the moment, the performance of the government departments in operating low efficiency as a consequence of imperfection of performance appraisal system which is influenced by traditional administrative culture.The publish of Public Servant Appeasement (Trial) in2007becomes a symbol that the public servant performance appraisal is gradually improving; however, problems still exist in the implementation of the local government, namely fuzzy evaluation purposes, inaccurate position, vague contents of assessment, simple appraised main body as well as unclear responsibilities of supervision. Thus, it is necessary to continue to deepen the reformation of the public service performance appraisal system. Some related improvement measures to improve civil servants performance management in the government department are recommended in the article for future study.
