| Ecological construction means that the humankind optimize key elements of the original ecological system or creates the new composition, recovers the natural ecosystem that is interfered and destroyed by the mankind, even to create the more steady, more harmonious and more high-efficient artificial ecosystem. Stable and optimize eco-system can insure that productions of living beings and material are in order. Xinjiang lies in Eurasia inland, has typical half-arid, arid climate. Because of history, nature and human's action, etc, since liberation, the fragile natural nvironment has degenerated constantly, has already restricted the economic development in Xinjiang seriously. Today ,most scholars has agreed with that the ecological environment is the key reason to keep the minority area in Xinjiang poor .To resolve environment problem f these area has important significance in politics, economy , ecology .Since the policy o"fdevelopment west"is carried on by government little by little ,the ecological construction and infrastructure project in Xinjiang are developing fast both in investment and ecology recover. These measures have made ecological environment improved but haven't recovered the ecosystem thoroughly, and haven't hold back ecological degeneration .At the same time, the population is rising fast, hich deepens the contradictory. So it is necessary to take some new measures to improve the level of ecological construction in xinjiang. The quantity of fund by the government are gigantic but can't reach the expect result. By analyzing the reason, I firmly believed that the major factor to restrict the ecological construction is the planning economics. It can't resolve the incentive problems and the management sufficient problems. The development of market economics gathered so many people and social organizations together but it couldn't connect them to play the role in ecological construction that controlled by the government. And to resolve the problem can provide Opportunity for my paper. The system innovation mainly is reduces the cost of system movement and provides the effective restraint and incentive mechanism for the innovation behavior. My paper proposed "the ecology purchase" as a solution that applies the planning -market economy in the ecology construction and combine country with market force to impetus ecology construction. I hoped my viewpoint could provide one kind of new mentality for Xinjiang's ecology construction. In my paper, in the chapter one, I firstly introduces about theory of the ecological construction. My study is based on the predecessor research results. Next, I introduce my paper research goal, significance and measures. In the chapter two, after I analyses current condition of ecological construction in Xinjiang, I discovered that the planning economy in the ecological construction is a main reason that hinders the Xinjiang to makes progress in ecological construction. In the chapter three, In the planning economy, management efficiency is low and the incentive is insufficient, I proposed 'The ecological purchase'as a tentative plan, the government ecologically purchases ecology benefit (improves in incentive mechanism). At the same time, the government establishes the special company of ecological purchase to manage ecological construction (improves management efficiency). After I made analysis of feasibility to ecological purchase in Xinjiang, I thought that it is feasible to the south boundary to carry on ecological purchase. In the chapter four, I plan to resolve the question of purchase fund that is the one of biggest difficult problems in the field of ecological construction, by in detail elaboration, I propose that we may combine national, enterprise and social force to solve fund shortage. In the chapter five, conclusion, I compare difference effect between we carry on ecology purchase and don't in the Xinjiang. At last I draw a conclusion that ecology purchase can speed up the ecology construction's step in Xinjiang.
