As a novel management pattern, outsourcing is only concerned at a primary phase. No systematic theory or method further research and estimate it. Many scholars at home and abroad discuss the theme of outsourcing from different aspects, for example, tactics purpose of outsourcing and the control of outsourcing, but still don' t form a scientific and systematic theory system. In practice, although many enterprises acquire some success by outsourcing management pattern, in the course of it, by lack of theory analysis and cognition towards outsourcing, many short-term behaviors and extreme behaviors arise which lead to the risks of outsourcing evident and block enterprise to sustainable develop. Simultaneously, there exist some governors who implement outsourcing strategy blindly under the situation of lack of clarity cognition with enterprise ability and true requirement and finally result in the waste of enterprise resources and weakening of competition ability.Facing the development of the new economy, outsourcing management pattern mightily support to cultivate core ability, lower cost, acquire sustainable competition ability. But enterprises often go into mistake area in the process of outsourcing and risks are large by lack of theory and experiences. In view of these reasons, the two key questions this paper research: how to choose outsourcing objects (cost comparison before outsourcing) and how to choose the best contractor are extreme significant.This paper is divided into six parts:Part 1.
