The outsourcing of the human resources management function as an effective way for the public sector to focus on the core strategy of the organization,reduce administrative costs and improve organizational efficiency,has been adopted by some public sectors and achieved good results.However,due to the particularity of the organization,human resource management outsourcing has not been fully applied to the public sector.The risk of outsourcing of human resources management,the immaturity of the outsourcing market,and the lack of relevant legal systems have made some public sectors with outsourcing needs “obstable”,and some human resources management outsourcing work in the public sector has certain randomness and blindness.Making scientific and effective judgments on outsourcing-related decisions not only affects the role of human resources management outsourcing but also affects the management of human resources within the organization.Based on the in-depth discussion of the relevant content of human resources management outsourcing decision-making in the public sector,this paper builds a corresponding public sector human resource management outsourcing decision-making model based on the analytic hierarchy process,and responds to the question of “Whether to outsource—What to outsource—How do outsourcers choose” in the public sector human resource management.This paper first reviews and summarizes the related research on human resources management outsourcing and outsourcing decision-making in public sector at home and abroad,and summarizes related concepts and theoretical foundations.Based on the analysis of the background and basis of the human resources management outsourcing in China's public sector,this paper expounds the status,fields,characteristics and risks of human resources management outsourcing in China's public sector.On this basis,based on a method—AHP,two paths—document analysis and field research(A Institute and G Bureau),three process dimensions—outsourcing behavior decision-making,outsourcing content selection,and outsourcing selection to build a public sector human resource management outsourcing decision model.Furthermore,an empirical analysis of the model was carried out for A Institute,and the model was adapted according to the needs and characteristics of A-investment outsourcing decision-making and a targeted outsourcing decision-making model was constructed,the empirical verifies the validity of the model and the possibility of expanding radiation applications in the public sector.Finally,the paper analyzes the popularization and application of AHP-based public sector human resource management outsourcing decision-making model,and draws conclusions and suggestions for further research,which provides research directions for subsequent research.
