Today, more and more enterprises are adopting business outsourcing as a development stratagem, but as a result, not all enterprises have got an expected achievement. Obviously, not all of them have seriously considered this point of what business should be outsourced and how to make a outsourcing, and just due to this reason, it is leading these enterprises to have some mistakes in actual business outsourcing. Another point, by choice of maximum profit, it is difficult to access balance of a real benefit between enterprises and contractors. As a under control company, a contractor is always afraid it will get fewer benefit from the total common profit belonged both parties, so it will lead a contractor to keep down it's capability in co-operation of both side, even as an opportunist. So actually, an outsourcing enterprise will always face variant troubles and business risks from contractors, and this is a big challenge for each enterprise in their development. It is obvious that an enterprise must adopt some steps to solve these problems, and the first step is to analyze the business specialties exactly in enterprise, frame a suitable outsourcing stratagem in next stage. And at the same time, base on this stratagem to define the business styles and specialties for contractor candidates, then create a stratagem model to fit its development, so it can make an enterprise to identify some troubles and risks in advance, and ulteriorly, to evade them in outsourcing process. In this thesis, base on this view above, firstly by creating an outsourcing stratagem model and using statistic decision-making method to analyze a risk of statistic decision-making failure possibly happened in outsourcing process to ensure the outsourcing stratagem coincident. The secondly, using game theory to create business game model, to analyze the imbalance risk of benefit distribution between enterprises and contractors and to adopt outsourcing countermeasures correctly. Finally, by analyzing some practical cases possibly happened in co-operation of both side, to make outsourcing enterprises know how to manage contractors effectively in business outsourcing process. From the analysis result above, make a conclusion about this thesis, that is an enterprise should sketch a suitable outsourcing stratagem base on keeping its core business competitive, simultaneity, adopt suitable tactics in co-operation to balance the both side benefit to become common winners of both side and get the purpose to evade risks completely.
