As the long term development of the world economic, the enterprises'external environment has changed a lot: the world market is becoming global and global and changing quicker and quicker; the requirements of the consumers became more and more personal, and the requirements of market for the supply time of the products and the services became higher and higher. The enterprises have to meet it in time in order to survive and develop in the competition. On this situation, the traditional enterprise strategy can not meet the requirements any more. In the same time, because of the intensity of the competition and the shortage of the resources, it's more and more difficult for enterprises to gain the advantages on all the units. Therefore, the virtual operation strategy was born. The virtual operation strategy is a new one, which ask the enterprises abandon the non-core units,concentrate resources on its core competence, and establish the virtual enterprises with other enterprises, consumers and even the opponents to operate. It stressed the importance of agile, flexibility and dynamic. Small and medium enterprises played an essential role in our domestic economic. As China entered WTO and changed the structure of the industry,their external environment has changed also, especially because of Chinese entering WTO, they will compete with the enterprises all of the world directly in the global market, so it's a big issue that how to develop well and gain the competitive advantage in this new environment. And it's important to study the small and medium enterprises together with the virtual operation strategy. The paper firstly sketched the virtual operation strategy and small and medium enterprises, analyzed its characters compared with physical enterprises and the 3-step of the enforcement. Secondly, it analyzed the factors and process in the establishment of virtual enterprise and partners selection. Thirdly,the paper advanced a way of how to virtualizes:the mixture of internal core competence and external network system. Finally, the paper studied the virtual operation process of small and medium enterprises, and the platform consisted of 4-net and put forward the basic operation model of the virtual enterprises—cooperating model.
